Supporting Resources for the Registered Teacher Criteria

This page provides links to the resources used in the 2010 national programme of workshops for professional leaders and advisory services. The resources were designed to support them in the implementation of the Registered Teacher Criteria with their teachers.

The resources have been organised so that you can download them as a complete package or as individual files. We will add further resources as they become available.

Below the list of downloads are a series of captions for each resource. The captions give an indication of the intended use of the resources so that if you have not attended a workshop you can assess their usefulness.

Options for download

The complete set of resources can be downloaded as a zip folder via the link beside the folder icon. Alternatively each resource is available for separate download via the file name links. The files are downloaded as Word documents, with some Powerpoint and PDF files.

Overview of Workshop Programme and Content

Workshop Programme
The workshop programme provides an overview of what was used in the 3 hour workshop for professional leaders and professional development advisers.

Powerpoint 1 - Introducing the Registered Teacher Criteria
The powerpoint presentation was developed with a working group from the profession for specific use with professional leaders. The programme provides an understanding of the nature and purposes of the Registered Teacher Criteria and provides resources and activities that can be used with management teams and teachers to help implement the criteria in each setting. Time is allowed in the workshop programme for participants to discuss applications in their own settings.

Jigsaw template
This activity provides a hands on opportunity to become familiar with the wording and structure of the Registered Teacher Criteria. The jigsaw template needs to be photocopied onto card and cut into the squares. Participants are led through the exercise by firstly noting the large card with the overarching statements and the two dimensions: Professional relationships and values and Professional knowledge in practice. Participants then lay out the numbered cards and find the corresponding card with key indicators.

Once the participants have completed the activity they can use the Registered Teacher Criteria handbook to check their matches.

Jigsaw Te Reo Māori template
The jigsaw is available in te reo Māori to be used as outlined above.

Matrix mapping Registered Teacher Criteria, Satisfactory Teacher Dimensions and the Professional Standards
Matricies are provided for teachers in each of the following sector groups:

  • Kindergarten
  • Primary
  • Secondary
  • Professional Leaders - Secondary
  • Professional Leaders - Primary

The matrices were developed to show teachers and professional leaders how the Registered Teacher Criteria can be ‘mapped across' to the Satisfactory Teacher Dimensions and also to the various Professional Standards used for attestation purposes in the collective agreements. The Principals' Professional Standards for primary, secondary and area school principals have been mapped to show how the pedagogical leadership aligns with the registration standards with the learners being school students and /or the teachers that the principals are working with.  The professional standards only apply to the kindergarten section of early childhood education.  Please note that only one level (the middle level) of the professional standards for teachers has been included in each matrix.

Registered Teacher Criteria Handbook 2010
The handbook is available to download. Copies were sent to schools and ECE services in July 2010.  Copies will also be distributed to initial teacher education providers.

Knowing and working with the Registered Teacher Criteria template
These templates provide each Registered Teacher criterion with its key indicators in a table with some useful reflective questions. Following these columns is one that requires teachers to consider the criterion in relation to their educational setting - what would they see happening? A further column requires teachers to consider how this would be demonstrated, i.e. what might the evidence be for this criterion to seen to be achieved by the teacher.  Once participants have worked on this activity and shared ideas, they can refer to either of the resources below for further ideas.

Self Assessment tool
The Self Assessment Tool was developed by Massey University in the Induction and Mentoring Pilot Programme for secondary teachers and demonstrates a useful approach to reflecting on the criteria and thinking about evidence in context.  Primary and early childhood education teachers have also found this a useful tool to apply to their own settings.

Draft Evidence Guide
The Draft Evidence Guide was developed by sector representatives during development of the Registered Teacher Criteria. The brief was to develop statements showing what would be seen in each setting if the criteria were being demonstrated.  As it has not achieved universal acceptance by all sector groups it has yet to be finalised. Nevertheless in its draft form it is still useful for provoking and extending thinking around what the criteria might look like in practice and early childhood education teachers seem to find it particularly useful. The reflective questions in the Evidence Guide, however, have been well received and are included in the handbook for the Registered Teacher Criteria.

DVD Part A
The DVD shows professional leaders from the Registered Teacher Criteria Pilot talking about their experiences using the Registered Teacher Criteria. In particular, they address their use in appraisal, professional development and strategic plans as well as identifying possible challenges.

Powerpoint 2 - Supporting Implementation
The second powerpoint looks more specifically at ways to support the implementation of the Registered Teacher Criteria, in particular in relation to appraisal, and providing tools for reflection on current processes.

Reflection activity template
This activity begins the reflection on what current resources exist and what are needed to support teachers to engage with the Registered Teacher Criteria. Questions are also posed around how to achieve consistency of judgements as well as what are the perceived opportunities for professional learning.

DVD Part B
The professional leaders talk about their next steps in implementing the Registered Teacher Criteria and what processes may be used. NB: Although one professional leader suggests that experienced teachers may need to keep portfolios to have evidence of meeting the criteria it is not the intention of the Teachers Council to promote this idea. This will be a decision for each workplace.  Provisionally Registered Teachers, of course, must keep a portfolio as in the past, as they work towards full registration.

Action Plan template
This template is designed to set in motion planning for what needs to happen now in order to implement the Registered Teacher Criteria. It is useful for recording intentions and to refer to at a later date.

Evaluation form
The evaluation form was designed to provide the Council with an indication of how the workshops were meeting the needs of the professional leaders. It is also designed to collect information for the Council's longer term evaluation of the impact of the Registered Teacher Criteria. It is included here as a starting point for people who may be facilitating large groups and wanting to evaluate the effectiveness of their presentation. It can be cut and pasted to make it appropriate for different purposes


Additional Resources and Readings

Poster: Registered Teacher Criteria
The poster has also been sent to all schools and early childhood education services in July 2010. It provides a quick reference to the criteria. The te reo Māori and English versions are separate PDF documents.

Poster: Code of Ethics
The poster for the Code of Ethics is included in the resources as it is included as one of the four overarching statements to the Registered Teacher Criteria  and as such constitutes a key reference point. It is the overarching statement of ethical practices and values for the teaching profession in New Zealand. The te reo Māori and English versions are published here as separate PDF documents.

Registered Teacher Criteria Self Rating Activity
This resource was developed by teachers in one of the Council's Induction and Mentoring pilot programmes. It enables teachers to rate themselves against the criteria and then plan their professional learning goals.

This list includes references for further reading.

Processes for Consideration of Teacher Competence
This resource explains the processes that professional leaders need to follow when a teacher's competency is at issue and identifies where the Professional Standards and the Registered Teacher Criteria fit in this process.

Draft Guidelines for Induction and Mentoring Programmes
The guidelines are being trialled by the Induction and Mentoring Pilot Programmes which will be completed by the end of 2010. They describe the knowledge skills and dispositions of mentor teachers which are very similar to those needed by appraisers when assessing teachers for renewal of practising certificates.

Appraisal worksheet
The worksheet is a means to assist professional leaders and their management to review their appraisal processes. The SCOT analysis (strengths, challenges, opportunities and threats) is a tool for analysing how the educational setting could embrace a system of appraisal as recommended in the readings.

Reading 1: Chapter 2 from Claire Sinnema's thesis
This chapter is offered as a means to provoke a review of appraisal processes in schools. While Sinnema's thesis was focused on school settings it also provides food for thought for early childhood education services to also consider how much their appraisal process has a focus on children's learning.

Reading 2: BES Case study 1
This case study comes from the Best Evidence Synthesis: School Leadership and Student Outcomes: Identifying What Works and Why by Viviane Robinson, Margie Hohepa and Claire Lloyd. It highlights a professional leader's role and practices in establishing an appraisal system with a focus on children's learning and achievement.

Professional Learning Identification Activity
This activity was developed by one of the Induction and Mentoring pilot programmes for a large group situation. Teachers identify their professional learning needs and find others in the room with similar challenges to problem solve how to address them.

Registered Teacher Criteria and Ka Hikitia matrix and Registered Teacher Criteria and the New Zealand Curriculum matrix
These resources were provided by a school support adviser who had used them to demonstrate the connection between the Registered Teacher Criteria and key documents guiding teachers' practice.

This resource was developed for the early childhood education sector to demonstrate the connection between the curriculum document and the Registered Teacher Criteria.
