New Fee changes – From 1 July 2009
Under sections 136 and 139 of the Education Act 1989, and with the written approval of the Minister of Education, the New Zealand Teachers Council has made the following fee changes:
1. Late fee for teachers renewing/applying for practising certificates
A new fee of $50.00 (including GST) will be introduced for teachers employed in teaching positions who fail to renew or apply for their practising certificates by the due date. This is additional to the cost of the practising certificate fee of $120.
Why introduce this fee?The introduction of a late fee is the most effective way of helping ensure compliance with the need for teachers to apply for practising certificates on time. It is preferable to the Council engaging in litigation, which can be costly and time-consuming. Besides the issue of safety for students and assurance that teachers maintain professional currency, teachers who do not pay their fee at all, or, fail to apply on time are being subsidised by those who comply with the requirements of membership to the profession.
2. International teachers fee
A new fee of $80.00 (including GST) will be introduced for applicants who have not previously been registered in New Zealand and who have either completed their teacher education programme overseas, or who are applying through the Council's discretionary pathway. This is additional to the cost of the practising certificate fee of $120 and is to cover additional administration costs of this process.
Why introduce this fee?As there are increasingly alternative pathways for teacher education internationally, applications from international teachers require specialised knowledge and interagency connections including communicating with international agencies. The increased fee allows for the additional administrative time and for the specialisation of staff to assist with applications and inquiries from applicants who have completed their teacher education programme overseas.
The Council also does not wish teachers who have completed an approved New Zealand initial teacher education programme to have to subsidise the processing of these applications.
3. Limited Authority to Teach fee increased
The Limited Authority to Teach (LATs) fee is to be increased from $40.00 to $55.00 per year (including GST) to cover current administration costs. LATs are an authorisation to a specific school/kindergarten to employ a specific person in a specific teaching position for a specific time period. Those given this authorisation need to meet the standards for good character and fit to be a teacher, be language proficient but they do not meet the standard of being satisfactorily trained to teach.
Why has this fee increased?The current fee does not cover staff members' time and other administration resources required to meet the expectations of service and the Teachers Council's functions including maintaining high standards and giving professional leadership.
