Information for early childhood teachers

Teacher registration provides a public professional image for all teachers. Registration certifies that a teacher is satisfactorily trained, qualified and suitable to be a teacher. The issue and renewal of the Practising Certificate ensures teachers continue to demonstrate they meet the standards required.

Teacher registration for early childhood teachers is the same as for teachers in primary and secondary and tertiary education. The same broad criteria and requirements apply, with details able to be interpreted in a way that is suitable for each sector.

At present, it is required by the Education Act 1989 that all teachers permanently employed in a free kindergarten or a state or private school must be registered. All other teachers must be registered or hold a Limited Authority to Teach. By 2012 all teachers in all early childhood centres will need to be registered or in training in an approved teacher education programme to be legally employed. From 1 January 2005 the position of 'person responsible' in a teacher-led centre must be held by a registered teacher.

Already there are hundreds of staff working in early childhood centres who are registered teachers including those working towards full registration. Some employers may require staff to be registered. This is their way of ensuring standards and having a guarantee that teachers are trained, qualified and suitable to teach young children.

Early childhood teachers who have the Diploma of Teaching (ECE) or its equivalent approved by the NZ Teachers Council (TC) can apply to become registered teachers. There are three types of registration - provisional, subject to confirmation, and full registration. In order to become fully registered, teachers must undertake an Advice and Guidance Programme under the supervision of a fully registered teacher.
