Criteria for Registration

The NZ Teachers Council shall register you for registration if satisfied that you

  1. are of good character and fit to be a teacher; and
  2. are satisfactorily trained to teach; and
  3. are or likely to be a satisfactory teacher

and for full registration or renewal of a practising certificate have;

     4.   satisfactory recent teaching experience

Good Character and Fit to be a teacher

The Council will take the following matters into account in deciding whether an applicant is of good character and is fit to be a teacher. The applicant:

  1. has a police vet satisfactory to the Council;
  2. displays respect for persons, for cultural and social values of Aotearoa New Zealand, for the law and for the views of others;
  3. upholds the public and professional reputation of teachers;
  4. promotes and nurtures the safety of learners within his or her care;
  5. is reliable and trustworthy in carrying out duties;
  6. is mentally and physically fit to carry our the teaching role safely and satisfactorily.*

The Council may also take into account any other matters that it considers relevant in the circumstances.

* In considering this criterion, the Council will distinguish between any mental or physical condition that affects an applicant's ability to carrry out the teaching role satisfactorily, and any disability that an applicant has that does not impact on that ability. The Council is aware of its obligation not to contravene the Human Rights Act 1993 by unlawfully discriminating against any person.

Satisfactorily trained to teach

The NZ Teachers Council may take into account any relevant matters. It must take into account:

  1. Qualifications, and
  2. Satisfactory completion of training recognised by the NZ Teachers Council.

Satisfactory Recent Teaching Experience


Satisfactory recent teaching experience, means within the previous five years you will have had either :
  1. An uninterrupted period of employment of two years (or some shorter period or periods approved for the person) in a teaching position (or positions)in the general education system; or
  2. A period of employment of two years (or some shorter period or periods approved for the person) in a position (or positions) that (or each of which) was in the NZ Teachers Council's opinion equivalent to a teaching position, in an approved educational institution in New Zealand.

Track 1


For New Zealand and overseas teachers applying to be registered in New Zealand for the first time or re-applying to be registered after registration has expired.

A teacher is "satisfactorily trained to teach" if they provide documented evidence of a pre-service teacher education qualification from an approved teacher education provider in New Zealand recognised by the NZ Teachers Council for teacher registration purposes; or, if an overseas qualification, assessed by NZQA as equivalent to the New Zealand qualification and recognised as comparable and appropriate by the NZ Teachers Council.

Experienced teachers from overseas may be registered with either a provisional or subject to confirmation status on first application. If the qualification is an overseas equivalent qualification evidence may be required of English language proficiency (both oral and written) for teaching.

For non New Zealand graduates, a certified copy of all qualifications (academic and teaching) and certified official course transcripts plus a New Zealand Qualifications Authority evaluation is required.

Track 2


For experienced overseas teachers applying to be registered in New Zealand who have had no teaching in New Zealand before and who do not meet Track 1 requirements.

A teacher is "satisfactorily trained to teach" if they provide documented evidence of the following, which will be assessed together as a package.

  1. Appropriate tertiary qualifications relevant to teaching in the New Zealand early childhood or compulsory education system. Must provide certified copies of all academic qualifications together with official course transcripts.
  2. Teacher education that is acceptable for teaching in the public education system in the country of origin and is accompanied by further appropriate advanced qualifications. Must provide certified copies of all teacher education qualifications, and official course transcripts as well as a copy of New Zealand Qualifications Authority evaluation.
  3. Recent teaching service normally amounting to the equivalent of five years full-time teaching, (although a lesser or greater time may be determined by the NZ Teachers Council), and to have been principally in institutions relevant to teaching in New Zealand. Must provide proof of type of employment, dates of employment and the type of institution.
  4. English language proficiency (both oral and written) for the purposes of teaching. Where qualifications and/or experiences have largely been in a non-English speaking situation, you will need to meet the Teachers Council language proficiency policy.   5. Being a satisfactory teacher as demonstrated by evidence of: formal processes of "induction", "classification" or "registration", involving appraisal and supervision. Written evidence must be supplied.
  6. Evidence of positive appraisal through increasing responsibilities and/or
    promotion. Written evidence must be supplied.
  7. Continuing education, professional development and in-service training.
    experience as a "trainer" of teachers or professional supervision of other
    teachers. Written evidence must be supplied.
  8. The unqualified support of a school principal or equivalent person in the
    case of an early childhood centre. Applicant must supply a letter on official letterhead, signed and dated.

Any other exceptional matters which the Council may consider relevant.

In all cases the NZ Teachers Council may require additional evidence.

Please note that salary rates are the responsibility of the school/centre and the Ministry of Education.

Track 3


For any unregistered teachers presently teaching in New Zealand, or New Zealand teachers currently overseas and wanting to become registered, who do not meet Track 1 requirements.

A teacher is "satisfactorily trained to teach" if they provide documented evidence of the following, which will be assessed together as a package.

  1. Appropriate tertiary qualifications, relevant to teaching in the New Zealand early childhood or compulsory education system. Must supply certified copies of all academic qualifications together with official course transcripts.
  2. Teacher education in the form of full or part courses accepted by the NZ Teachers Council as relevant to teaching in New Zealand early childhood centres or schools. Must supply certified copies of all teacher education qualifications together with official course transcripts as well as a copy of New Zealand Qualifications Authority evaluation.
  3. Recent teaching service normally amounting to the equivalent of five years full-time teaching, (although a lesser or greater time may be determined by the Council), and for which at least the equivalent of two years full time teaching has been in New Zealand with employers covered by Sections 120A, 120B or 315 of the Education Act. Must provide proof of type of employment, dates of employment and the type of institution.
  4. English/Maori language proficiency (both oral and written) for the purposes of teaching. Where qualifications and/or experiences have largely been in a non-English speaking situation, you will need to meet the Teachers Council language proficiency policy.   5. Being a satisfactory teacher, as demonstrated by evidence of:
    formal processes of "induction", "classification" or "registration", involving appraisal and supervision. A written outline of a completed advice and guidance programme and copies of written appraisals to be supplied.
  6. Written evidence of positive appraisal through increasing responsibilities and/or promotion.
  7. Completion of a period of supervised teaching and an appraisal made to the satisfaction of the NZ Teachers Council. A written outline of a completed advice and guidance programme and copies of written appraisals to be supplied.
  8. Written evidence of continuing education, professional development and in-service training
  9. Written evidence of experience as a "trainer" of teachers or professional supervision of other teachers.
  10. The unqualified support of the principal (in the case of a school) or senior teacher (in the case of a free kindergarten) in New Zealand, where the teacher is, or until very recently was, teaching. Include a letter on official letterhead, signed and dated which also states that in the opinion of the writer the combination of training, qualifications and experience is comparable to the level of a Diploma of Teaching in New Zealand.

Any other exceptional matters which the Council may consider relevant.

In all cases the NZ Teachers Council may require additional evidence.
