Implementation of the Registered Teacher Criteria

  

Registered Teacher Criteria to replace Satisfactory Teacher Dimensions

From 2010, the New Zealand Teachers Council/Te Pouherenga Kaiako o Aotearoa (the Council) will begin phasing out the Satisfactory Teacher Dimensions and replacing them with the finalised Registered Teacher Criteria as the standards for teacher registration. Most teachers will continue to use the Satisfactory Teacher Dimensions for registration purposes in 2010. In 2010, the Council will focus on the development of resources and provide training in the use of the Registered Teacher Criteria for teachers, mentors and professional leaders. 

Background

The Council began a review of the Satisfactory Teacher Dimensions in October 2006, working with a reference group and writing group. Consultation on the Registered Teacher Criteria was conducted in 2007 and 2008 and the criteria were trialled in a pilot programme in 2009. Feedback from the consultations and the pilot has been used to finalise the Registered Teacher Criteria.

The Registered Teacher Criteria will be used for assessment of all teachers prior to recommendation both for gaining and maintaining full teacher registration. The Registered Teacher Criteria describe the required professional knowledge in practice, and the professional relationships and values for teaching in Aotearoa New Zealand. They have been developed to reflect current thinking and research about quality teaching practice. The Registered Teacher Criteria can be accessed from the Standards page.

The status of the Registered Teacher Criteria during 2010

In 2010, the main focus will be development and dissemination of resources for using the Registered Teacher Criteria and provision of training for key people working with teachers as the criteria are implemented. This transition year is an opportunity for the profession to familiarise with the new criteria and see how they will fit in with school and early childhood education service registration processes.

Some teachers will begin or continue to work formally with the new Registered Teacher Criteria, particularly if they have been involved in pilot projects during 2009. While this is possible, teachers should be aware that formal training and resource provision will only become available from the Council over the course of the year.

Any teachers continuing or commencing to work with the Registered Teacher Criteria in 2010, who apply to move to full registration or to renew a practising certificate, may do so. The application forms for teacher registration will not change in 2010 and applicants will be deemed to be meeting the Satisfactory Teacher Dimensions. 

Time frames for implementing the Registered Teacher Criteria

  2010          

Focus is on training and resource development in preparation for mandatory implementation in 2011. Voluntary uptake of the Registered Teacher Criteria is possible. See paragraphs above.

 

  2011         

The Registered Teacher Criteria are mandatory for all teachers renewing or reapplying for a practising certificate in 2011. All teachers beginning an induction programme in New Zealand (teachers who are registered provisionally or subject to confirmation) must also use the Registered Teacher Criteria. Other teachers working to gain full registration may continue to use the Satisfactory Teacher Dimensions for this year.

 

  2012         

The Registered Teacher Criteria will be used by all teachers who are working to gain full registration and teachers renewing or reapplying for a practising certificate in 2012.

 

  2013         

The Registered Teacher Criteria will be used by all teachers who are working to gain full registration and teachers renewing or reapplying for a practising certificate in 2013. 

 

Schools and early childhood services should begin developing a system for implementing the Registered Teacher Criteria. A set of Frequently Asked Questions has been developed to assist with this. Professional development for the Registered Teacher Criteria in 2010
