DELAYS IN POLICE VETTING FOR TEACHER REGISTRATION APPLICATIONS Issues with New Zealand Police Licensing and Vetting Service Centre All teachers who are renewing or applying for a practising certificate have a New Zealand police check completed as part of their application. This is done through the vetting and validation unit of New Zealand Police. Currently this unit is struggling to complete police vets of teachers within the agreed time frames of 8-10 working days. We are waiting over 30 working days at present and these delays have continued to compound over the last few months. This has meant we have been delayed in finalising teachers’ applications for practising certificates. What does this mean for you as a teacher? We are encouraging you to apply in plenty of time. We can process your application up to six months in advance of when it is due to lapse. For example, if your practising certificate expires in February 2010, an application can be sent in as early as September 2009. Don’t worry that you will lose any time on your existing practising certificate. The next 3 year period will be renewed from the expiry date of your current practising certificate. We have met with the National Operations Manager for the New Zealand Police to address this issue. They are currently developing a software package that will allow them to process vet applications on-line. This will mean that the great bulk of teachers’ applications for practising certificates can be completed within a much shorter time frame and , in many cases this may be overnight. This service should be available to the Council from March 2010. NON-TEACHER POLICE VETTING SERVICE An amendment to the Education Standards Act 2001 is currently under consideration by Parliament. The proposed changes relate to a number of areas of the Council’s work including the Non Teacher Police Vetting function for non teachers and contractors. The proposed changes will mean that:
NOTE: Until such time as the amendment has passed into legislation, current Non Teacher Police Vetting procedures will remain in place. It is a legal requirement to ensure that non teachers and contractors are vetted. The Council will announce the progress of the amendment, and give notification of the details and date of the change-over as they are determined.
