Mission Statement


To set, maintain and promote standards of excellence in teaching.

Strategic Purpose

Treaty of Waitangi


The Treaty of Waitangi informs and supports the development and interpretation of policies, procedures, planning and operations of the New Zealand Teachers Council/Te Pouherenga Kaiako o Aotearoa

The New Zealand Teachers Council is committed to addressing the principles of the Treaty of Waitangi and will do so by:

1. Partnership

  • The Council and staff will consult with Māori on teaching and learning issues
  • The Council and staff will actively work to promote positive relationships with Māori teachers, Māori teaching organisations, iwi and Māori parents.

2. Protection

  • The Council and staff will work with Māori to ensure the protection and enhancement of elements identified by Māori as taonga including te reo Māori me ōna tikanga.

3. Participation

  • The Council will establish a Māori Advisory Group to promote the successful participation of learners in Māori educational contexts
  • The Council will promote and use its Māori name Te Pouherenga Kaiako o Aotearoa as a symbol and focus for the participation of all teachers
  • The Council will promote research and models of best practice in addressing Māori achievement in all areas covered by the strategic goals.

As the professional standards setting body we believe that in performing our work on behalf of the profession we ourselves need to be professional. The work of Council and staff needs to be underpinned by these values. We believe that in exercising powers or performing duties we must act in good faith; and with reasonable care, diligence and skill, competence and expertise.

STRATEGIC GOALS


1. To build capability within the organisation to support legislative function.
2. Be recognised as the professional body which sets and maintains standards in teaching.
3. Develop a Code of Ethics.
4. Contribute to the quality of teacher education.
5. Promote quality induction programmes for teachers.
6. Define, in consultation with the profession, standards of professional development.
7. Promote and support research and development in teaching and learning.
8. Support educational initiatives.
9. Provide opportunity for teachers of outstanding quality and innovation to contribute their expertise to the New Zealand Teachers Council.

Functions of the New Zealand Teachers Council

a) to provide professional leadership to teachers and others involved in schools and early childhood education
b) to encourage best teaching practice
c) to carry out the functions relating to teacher registration
d) to determine standards for teacher registration and the issue of practising certificates
e) to establish and maintain standards for qualifications that lead to teacher registration
f) to conduct, in conjunction with quality assurance agencies, approvals of teacher education programmes on the basis of the standards referred to above
g) to develop a code of ethics for teachers
h) to exercise the disciplinary functions relating to teacher misconduct and reports of teacher convictions
i) to set the criteria for reporting serious misconduct and for reporting on competence issues
j) to exercise the functions relating to teacher competence
k) to coordinate a system providing for the vetting by police of all teachers and other people employed in schools and early childhood services
l) to identify research priorities and where appropriate, to promote and sponsor research according to those priorities
m) to exercise any other functions conferred on it by this Act, or by the Minister
