Functions and Powers
Under the Education Act (1989) the Council has the following functions and powers
Functions
- To provide professional leadership
- To encourage best practice in teaching
- To establish and approve standards for initial teacher education programmes
- To establish and maintain standards for qualifications that lead to teacher registration
- To approve and monitor teacher education programmes
- To exercise disciplinary functions relating to teacher misconduct and incompetence
- To identify research priorities and, where appropriate, promote and sponsor research according to those priorities
- To develop a code of ethics for the teaching profession
Powers
Teacher Performance and Conduct
- Mandatory reporting of teacher misconduct and/or incompetence
- Wider power to receive complaints
- Power of inquiry
- Range of outcomes
- Appeals
Other Functions
- Police checks for non-teaching, unregistered staff and contractors
- Service provision
Teacher Registration provides assurance that:
- All teachers meet satisfactory standards and are engaged in professional development
- Children are safe
- Teacher education programmes meet agreed standards
- Teaching has professional recognition
- Teaching standards are promoted and raised
Teacher registration provides a public professional image for all teachers
